The proposed regulations for medical cannabis cultivation licensing have been released. The regulations are draft and not final. There is a 45-day public comment period that may have an influence on the proposed regulations. The entire draft proposals are available on the
California Department of Food and Agriculture's website. The regulations cover applications, cultivation, license fees and requirements, cultivation site requirements, records and reporting, inspections, investigations, audits, enforcement.
The proposed cannabis regulations outline a "track-and-trace" system with unique identifiers and reporting requirements.
A few of the sections from the proposed cannabis regulations are copied below to outline the initial costs of application and licensing. Comments may be submitted in writing during the 45-day open-comment period, or verbally at one of four public hearings that are planned. The hearing schedule is as follows:

§ 8112. Grounds for Denial of a License. In addition to the reasons for denial in Section 19323 of Business and Professions Code, a license may be denied for the following reasons:
(a) The applicant’s premises does not fully comply with standards set forth in this Chapter;
(b) The applicant’s premises is substantially different from the diagram of the premises submitted by the applicant;
(c) The applicant denied the Department access to the premises;
(d) The applicant made a material misrepresentation on the application;
(e) The applicant did not submit a renewal application within in the timeframe specified in Section 8115 of this Chapter.
(e) The licensee has been denied a license, permit, or other authorization to engage in commercial cannabis activity by a state licensing authority or local agency; or
(f) The applicant or licensee has insufficient or outstanding fees owed to the Department.
§ 8100. Application Fees. The following nonrefundable application fees apply for the specified license type and are due at the time the application is submitted to the Department:
